Raleigh grew in waves, and the condition of your floor depends on when the neighborhood was built. Older inner-city garages (Oakwood, Boylan Heights, the Mordecai area) often have concrete poured without vapor barriers, and moisture coming up through the floor is a real prep consideration. Newer floors in North Raleigh, Brier Creek, and Falls of Neuse are more straightforward, but Piedmont red clay moves underneath all of them. That Cecil soil swells and contracts with moisture and produces hairline surface cracks in otherwise sound floors. A flake broadcast system covers them. A solid-color coating makes them more visible.
